I have heard of A-PDF Number which is a free software utility program that adds/creates page numbers in pdf files.it does NOT require Adobe Acrobat, and produces documents compatible with Adobe Acrobat Reader Version 5 and above. you can download it here: http://www.a-pdf.com/number/index.htm

As far as I know, PDF's are "read-only" in nature. With this being said, you cannot edit the document and add pages. You can convert it though to a word document, edit it there then convert it back to PDF. This is the only workaround that I could think of. I hope it helps.
